Sometimes in the wet(or low) season,one ferry doesn't run due to lack of demand,or maintenance issues.If the sea is very rough,the small fast ferries might be cancelled,but I can't see it affecting the big car ferry.You should be able to get from Kep to Phu Quoc in one day.Get the Virak Buntham bus from Kep to Ha Tien,and there will be a minibus that takes you to the ferry,incl in the price.There are other companies offering a similar service,but I have found that VB offers a consistent service,and runs every day,unless there are unforeseen circumstances. Some other operators seem to only run when they have sufficient passengers, they will still sell you a ticket,but then hand you over to someone else to take you.You must remember,though,that the through connection is not guaranteed,there have been instances in the past when the bus is delayed or the ferry cancelled,and you might have to stay the night in Ha Tien (not really that bad an idea anyway!)
